How to get a Washington driver's license
This is how the Washington State Department of Licensing describes a first license for drivers under 18, based on the Washington Driver Guide (2025) and the DOL's permit, testing, and teen license pages. Check the DOL website for current fees and requirements before you go.
Get a WDL number and sign up for driver training
Create a License Express account to get your Washington driver license (WDL) number, then enroll in an approved driver training course and give the school that number. Drivers under 18 can't get a license without the course.
Get your learner permit
At 15 or older, apply for the permit no earlier than 10 days before your course starts. A parent or guardian gives permission online. For a photo permit, visit a driver licensing office with your identity documents.
Practice and pass both tests
Hold the permit for at least 6 months and log 40 hours of daytime and 10 hours of nighttime driving. Pass the 40-question knowledge test with 32 correct answers, then the drive test with a score of at least 80 out of 100. Bring an insured, registered vehicle to the drive test. From November 1, 2026, drivers under 25 also finish the free online work zone and first responder course.
Apply for your intermediate license
At 16, apply online with a photo permit and your parent's permission, or at a driver licensing office with a parent. Your school has 24 hours to enter your scores. At the office you pass a vision screening, have your photo taken, and get a temporary license while the card is mailed.

Where do you take the Washington DOL knowledge test?
You can take it at an approved driver training school or schedule it at a driver licensing office through License Express. If you fail, there may be a waiting period before you can try again.
How old do you have to be for a Washington learner permit?
You can apply at 15 if you're enrolled in an approved driver training course. Without a course, you can take the knowledge test and get your permit at 15 and a half, but you can't get a license until you turn 18. If you're under 18, a parent or guardian gives permission online when you apply.

You can't drive between 1 a.m. and 5 a.m. unless a licensed driver 25 or older is with you, and you can't use a phone while driving, even hands-free, except to report an emergency. The passenger and night limits end after a year of safe driving, and the license becomes a regular one when you turn 18.
What is the Washington work zone and first responder course?
Starting November 1, 2026, anyone under 25 getting a first Washington driver license has to pass this free online course. It takes about an hour, ends with a test, and covers how to drive through work zones and roadside emergencies.
