How to get a Utah driver's license

This is how the Utah Driver License Division describes a first license for teen drivers, based on the Utah Driver Handbook (2026) and the division's written test, learner permit, and teen restriction pages. Check the division's website for current fees and requirements before you go.

  1. Get your learner permit

    At 15, apply online and book an appointment at a Driver License Division office. Bring your identity documents, pass the eye test and the 50-question written test, and have a parent or guardian sign for financial responsibility. You get your permit the same day.

  2. Take driver education

    Complete an approved course: 27 classroom hours in high school, 18 at a commercial school, or 30 through an approved online program, plus 6 hours behind the wheel with an instructor.

  3. Practice and pass the Trends Exam

    Hold the permit for 6 months and drive 40 hours with a parent or guardian, 10 of them after sunset. Pass the online Traffic Safety and Trends Exam with a score of 100%.

  4. Pass the driving skills test

    At 16, take the driving skills test at the division, or at 15 or older with a certified third-party tester or your high school. Bring an insured, registered, safe vehicle. After you pass, you get a provisional license with the teen restrictions until 18.

How many questions are on the Utah permit test?

If you've never been licensed, the Utah written knowledge test is a closed-book test with 50 questions. If you were licensed before, it's an open-book test with 25 questions. You need 80% or better. The test isn't timed, but it usually takes 30 to 45 minutes, and you can take it in several languages besides English.

What happens if I fail the Utah written test?

You can take up to two written tests in one day if the office can fit you in, and after a failed attempt you schedule a retest appointment. One fee covers three attempts within 12 months. After three failures, you pay another fee for three more tries.

What is the Utah Traffic Safety and Trends Exam?

It's a second test that everyone getting a first Class D license has to pass with a score of 100%. You take it online on the Driver License Division website, as many times as you need before you're licensed. Half of the questions cover the main causes of traffic deaths in Utah.

How old do you have to be for a Utah learner permit?

15. You apply at a Driver License Division office by appointment, pass an eye test and the written test, and a parent or guardian signs for financial responsibility if you're under 18. The permit is valid for 18 months. While you drive on it, a licensed parent, stepparent, foster parent, guardian, approved instructor, or responsible adult 21 or older must sit next to you.

When can a teen get a Utah driver license?

At 16, after holding a learner permit for 6 months. You also need an approved driver education course, 40 hours of driving with a parent or guardian (10 of them after sunset), the Traffic Safety and Trends Exam, and a passing driving skills test. Drivers under 21 get a provisional license.

What limits apply to Utah drivers under 18?

With a license, you can't drive between midnight and 5 a.m. unless a licensed driver 21 or older is with you, or you're driving for work, school-sponsored activities, farm work, or an emergency. For the first six months you can carry only immediate family members unless a licensed driver 21 or older sits in the passenger seat. Drivers under 18 can't use a handheld phone while driving except in an emergency, to report a hazard or crime, or to talk with a parent.
