How to get a Kentucky driver's license

This is how the Kentucky Transportation Cabinet and Kentucky State Police describe getting a first driver's license, based on the Kentucky Driver Manual. Kentucky runs a three-phase Graduated Driver License Program for anyone under 18, so most of these steps are age-gated. Check drive.ky.gov for the latest requirements before you go.

  1. Pass the vision and written knowledge tests

At 15, you can apply for an instruction permit at a Kentucky Transportation Cabinet Regional Driver Licensing Office. Kentucky State Police then administers a vision screening and a written test on the Kentucky Driver Manual, which needs an 80% passing score. Passing gets you a permit, though if you're under 18 a parent or legal guardian has to sign for you and bring proof of guardianship.

  2. Hold your permit and log practice hours

You must hold the instruction permit for at least 180 days. While on a permit, you can only drive with a licensed driver 21 or older in the front passenger seat, you're limited to one unrelated passenger under 20, and you can't drive between midnight and 6 a.m. without good cause. During this phase, log at least 60 hours of supervised driving, including 10 hours at night, certified by your parent or guardian.

  3. Pass the road test for an Intermediate License

Once you've held the permit for 180 days and turned 16, schedule the road test with Kentucky State Police. Bring a registered, insured vehicle and your Graduated Driver License Skills Test Eligibility Letter. Passing gets you an Intermediate License sticker on your permit, though the same passenger and curfew restrictions still apply for another 180 days.

  4. Complete driver training and get your full license

Before your 18th birthday, you must enroll in and finish an approved driver training program, whether that's a classroom course, an online course, or a program at a driving school. Once you've completed training, held the Intermediate License for 180 days, and reached 17, you can schedule an appointment to have your Full Unrestricted License issued.

Frequently asked questions

What's the minimum age to get a Kentucky instruction permit?

You can apply at 15, once you pass the vision screening and the written knowledge test. If you're under 18, a parent or legal guardian has to sign your application and take on financial responsibility for you.

What score do I need on the written test, and what does it cover?

You need at least 80% to pass. The test covers driving rules, regulations, procedures, and highway signs from the Kentucky Driver Manual.

Who handles licensing in Kentucky, KYTC or Kentucky State Police?

Both, for different parts. The Kentucky Transportation Cabinet (KYTC) processes your application and issues the permit or license. Kentucky State Police (KSP) administers the vision, written, and road tests.

What are the three phases of Kentucky's Graduated Driver License Program?

Drivers under 18 go through a Learner's Permit, then an Intermediate License, then a Full Unrestricted License. Each of the first two stages has its own minimum holding period and restrictions before you can move to the next one.

What are the rules for driving on a Kentucky instruction permit?

You must be riding with a licensed driver who's 21 or older, seated in the front passenger seat, and you can only have one unrelated passenger under 20 in the car. You also can't drive between midnight and 6 a.m. unless you can show good cause, like work or a genuine emergency.

How many hours of supervised driving do I need to log before the road test?

You need a Practice Driving Log showing at least 60 hours of supervised driving, with 10 of those hours after dark, signed and certified by your parent or legal guardian.

Is the written test offered in languages other than English?

Yes. The written test is available in more than two dozen languages, and testing offices have tablets that can read it aloud in English and several of them. The signs portion still has to be answered from your own knowledge, even if the rest of the test is read to you.
