How to get an Arkansas driver's license
This is how Arkansas describes getting a first driver's license, based on the Arkansas Driver License Study Guide from the Arkansas State Police (July 2026) and the Department of Finance and Administration's graduated license page. Check with both agencies for current fees and requirements before you go.
Get your instruction permit
At 14 or older, pass the knowledge exam and a vision test with the Arkansas State Police. If you're under 18, a parent or legal guardian has to consent. The permit lasts two years from the day you pass, and you may drive only with a licensed driver 21 or older in the seat beside you.
Pass the skills test
Schedule the skills test with the Arkansas State Police and bring your own vehicle, your permit, a licensed driver 21 or older, proof of insurance, and the registration. You'll show where the vehicle controls are, then drive with the examiner.
Pick up your license at a Revenue Office
After you pass, go to any Arkansas Revenue Office. At 14 or 15 you get a Learner's License, at 16 or 17 an Intermediate License, and at 18 or older a Class D license. Learner's and Intermediate licenses come with passenger, phone, and nighttime limits.
Move up to a Class D license
At 18 you can apply for a regular, unrestricted Class D license, as long as your driving record is clean. Drivers 18 to 20 may use a hands-free phone, but a hand-held phone is for emergencies only, and texting is banned at any age.

The Learner's License is for ages 14 and 15. You can only drive with a licensed driver who is at least 21, every passenger has to wear a seat belt, and you can't use a phone at all while driving, except in an emergency.
What limits come with an Intermediate License?
The Intermediate License is for ages 16 and 17. You can't carry more than one unrelated minor passenger unless a licensed driver 21 or older is in the front seat. You also can't drive between 11 p.m. and 4 a.m. unless a driver 21 or older is with you, or you're going to or from school, church, work, or an emergency.
What do I bring to the Arkansas driving test?
Bring your instruction permit, a licensed driver who is 21 or older, current insurance (paper or electronic), and the vehicle's registration. You provide the car, and the examiner checks it for defects first. The test won't be given if the inside is very dirty or any lights don't work.
