How to get a Delaware driver's license

This is how the Delaware DMV describes a first license for teens, based on the Delaware Driver Manual and the DMV's Graduated Driver License page. Check dmv.de.gov for current fees and road test times before you go.

  1. Finish driver education

    Pass a certified Delaware driver education course and get the Delaware Driver Education Certificate. A course taken in another state needs approval from the Department of Education.

  2. Get your Level One Learner's Permit at 16

    Bring proof of identity, legal presence, Social Security number and two proofs of Delaware residency. A parent or other sponsor signs and becomes jointly liable for damage you cause through negligence.

  3. Drive supervised for six months

    Drive with a supervisor who is 25 or older and has held a license for five years. Log 50 hours, 10 of them at night, and don't use a phone at all, not even hands-free.

  4. Drive alone with limits, then get your Class D

    After six months you may drive alone from 6 a.m. to 10 p.m. When no supervisor is with you, you may carry one passenger. After 12 months without a suspension the permit becomes a Class D license.

How many questions are on the Delaware knowledge test?

32, and you need 26 correct to pass. The DMV's sample written test page gives those numbers. You also take a vision screening, and the test covers signs, signals and pavement markings as well as rules of the road.

How old do you have to be for a learner's permit in Delaware?

16. The Level One Learner's Permit is for drivers from 16 to under 18, or up to 22 with an active IEP. You need a Delaware Driver Education Certificate, and a parent or other sponsor signs the application.

Who can supervise a Level One permit holder?

A driver who is at least 25 and has held a Class D license for at least five years, seated beside you. The sponsor decides who may supervise. For the first 12 months, only the supervisor and one other passenger may ride with you, though immediate family may also ride while the supervisor is in the car.

When can a Level One permit holder drive alone?

After the first six months of supervised driving, once the sponsor certifies 50 hours of practice, 10 of them at night. From then on you may drive alone between 6 a.m. and 10 p.m. Outside those hours you still need a supervisor, except for trips to or from work, school activities or church.

Can I use my phone while driving on a GDL permit?

No. GDL drivers may not use a cell phone or any other device while driving, and that includes hands-free use.

When does the permit turn into a regular license?

The Level One permit converts to a Class D license after 12 full months of valid driving. Any time spent suspended or revoked is added to the end of that period.

What if I'm 18 or older?

The GDL program is optional at 18. Without it, you take the vision, knowledge and road exams at the DMV. Your supervisor must be at least 21, the road exam comes at least 30 days after the knowledge exam, and you must pass all exams within 12 months.
