How to get a Michigan driver's license

This is how the Michigan Department of State describes a first license for teens under Graduated Driver Licensing, based on What Every Driver Must Know (October 2025 edition) and the Secretary of State's pages for new drivers. Check Michigan.gov/SOS for current fees and requirements before you go.

  1. Finish Segment 1

    From 14 years and 8 months, with a parent's permission, take Segment 1: at least 24 hours in class, 6 hours behind the wheel, 4 hours observing, and 70% or better on the state exam.

  2. Get a Level 1 Learner's License

    From 14 years and 9 months, visit a Secretary of State office with a parent or guardian and your Segment 1 certificate. Drive only with a licensed adult 21 or older beside you, and keep a log of your hours.

  3. Take Segment 2 and the skills test

    After three months and 30 logged hours, take Segment 2 (6 hours in class, 70% on the exam). At 15 or older, with six months on Level 1 and 50 hours logged, 10 of them at night, pass the skills test with an approved testing business.

  4. Move up to Level 2 and Level 3

    Level 2 comes at 16, with limits on night driving and passengers. Level 3 follows at 17 or later, once you've gone 12 months in a row without a violation or at-fault crash.

Frequently asked questions

How many questions are on the Michigan permit test?

The Department of State doesn't publish the number of questions or the passing score. Teens under 18 don't take a Secretary of State written test for their first license: they pass the Segment 1 state exam in driver education with at least 70%, then apply for a Level 1 Learner's License. Drivers 18 and older take the written knowledge test, which includes a road sign test, free at a Secretary of State office or online for a $6.50 fee. It's multiple choice, and the online version has an Operator part of about 45 minutes and a Signs part of about 15.

What happens if I fail the written test?

A failing score ends the testing session, and you have to come back on a different day. Once you pass, the result stays valid for one year. If your temporary instruction permit expires and you apply for a new one, you take the test again.

How old do you have to be to start driving in Michigan?

You can start Segment 1 of driver education at 14 years and 8 months, with a parent's permission, and get a Level 1 Learner's License at 14 years and 9 months. You apply at a Secretary of State office with a parent or guardian and your Segment 1 certificate. With Level 1, you drive only with a licensed parent, guardian, or designated adult 21 or older in the front seat beside you.

How many supervised driving hours do I need?

At least 30 hours, 2 of them at night, before Segment 2, which also requires three months with Level 1. Before the driving skills test you need at least 50 hours, including 10 at night, and six months with Level 1. You must be at least 15 for the skills test, which is given by a driver testing business approved by the Secretary of State.

What are the rules for a Level 2 Intermediate License?

Level 2 comes at 16, after six months with Level 1 and 90 days with no violations, at-fault crashes, or suspensions. You can't drive between 10 p.m. and 5 a.m., and you can't carry more than one passenger under 21 (immediate family doesn't count toward the limit), unless a parent, guardian, or designated adult 21 or older is with you or you're driving for work or an authorized activity. Kelsey's Law bans phone use except in emergencies.

When do I get a full Michigan license?

Level 3 comes at 17 at the earliest, after six months with Level 2 and 12 months in a row without a moving violation, at-fault crash, suspension, or GDL violation. It's issued automatically at no fee. GDL ends at 18, and new drivers stay on probation for at least three years. If you're 18 or older and have never been licensed, you get a temporary instruction permit instead and practice at least 30 days before the skills test.
