How to get a Minnesota driver's license
This is how Driver and Vehicle Services describes a first license for teens, based on the Minnesota Driver's Manual (June 2026). Minnesota uses a graduated system, so the rules change as you move from permit to full license. Check drive.mn.gov for current fees and appointments before you go.
Get your instruction permit at 15
Finish 30 classroom hours of driver education and sign up for behind-the-wheel lessons, or reach 15 hours of a concurrent course. Then pass the vision screening and the written test with 80 percent. A parent or guardian signs your application, and the permit is valid for two years.
Practice for at least six months
Drive with a licensed supervisor aged 21 or older, with everyone buckled up and no phone use. Keep a supervised driving log: 50 hours, 15 of them at night, or 40 hours with 15 at night if a parent takes the approved parent class.
Pass the road test at 16
Bring your permit, proof of insurance, the signed log and your White Card from driver education, plus a licensed driver to go with you. The test covers a vehicle safety check, parallel parking, parking on a hill and a 90-degree backing maneuver.
Drive with a provisional license
No driving from midnight to 5 a.m. for the first six months, with a few exceptions, and limits on passengers under 20 for the first year. After 12 months with no alcohol, drug or crash-related violations and no more than one other moving violation, or at 18, you can apply for a regular license marked "Under 21."

Frequently asked questions
What is on the Minnesota permit test?
The Class D written test has multiple-choice and true-or-false questions about Minnesota traffic laws and road signs. You need 80 percent to pass. You can take it on paper or on a computer, and computer stations offer English, several other languages and American Sign Language, with headphones if you want to hear the questions. DVS doesn't publish the number of questions in the Driver's Manual.
How old do you have to be for an instruction permit in Minnesota?
15. Under 18, you also need a certificate from an approved driver education course: the Blue Card after 30 classroom hours with behind-the-wheel training booked, or the Pink Card after the first 15 hours of a concurrent course. A parent or guardian signs your application. From 18 on, you don't need driver education for the permit.
Do I need an appointment for the written test?
Yes. The Class D written test needs an appointment at a DVS exam station, which you can book online through MyDVS. Fill out the online pre-application no more than 30 days before your visit, and bring your identification and money for the fees.
What happens if I fail the written test?
You can take only one written test per day. The first two tries have no retest fee. If you fail two in a row, each test after that costs $10.
What are the provisional license rules for teens?
For the first six months, you can't drive from midnight to 5 a.m. unless you're with a licensed driver who is at least 25, or you're driving to or from work or a school event without school transportation. You may carry one passenger under 20 in the first six months and up to three in the second six months, unless a parent or guardian is with you. Immediate family members don't count. You can't use a cell phone while driving, even hands-free.
What vision do I need to pass the screening?
At least 20/40, with or without glasses or contacts, and at least 105 degrees of peripheral vision. If you don't meet that, DVS asks you to see an eye doctor and return a report to the Driver Evaluation Unit.
What happens if I fail the road test?
You get assigned practice time to finish before you retest. After two failed road tests, each new test costs $20. After four, you need at least six hours of behind-the-wheel instruction with a licensed instructor before you can test again.
