How to get a North Dakota driver's license
This is how NDDOT describes a first license for teens, based on the North Dakota Noncommercial Driver License Manual and the Driver License Division's permit page. Check dot.nd.gov for current fees and appointments before you go.
Get your instruction permit at 14
Bring proof of identity, Social Security number and two proofs of North Dakota address. Pass the knowledge test at an office or online, plus the vision screening. A parent or guardian signs as sponsor if you're under 18.
Practice with a supervisor
Drive with a licensed adult who is at least 18 and has three years of experience, seated beside you. Under 16, complete driver education and 50 hours of practice. Hold the permit for the required time.
Take or waive the road test
Bring your permit, the vehicle's registration and insurance, and a parent or guardian if you're under 16. An approved driver education certificate can waive the road test.
Drive with a restricted license, then unrestricted
At 15 you drive family vehicles only, with a nighttime limit. The license becomes unrestricted at 16. Until 18, don't use a phone while driving.

How old do you have to be for a permit in North Dakota?
14. You pass the knowledge test and a vision screening, and a parent or legal guardian signs as sponsor if you're under 18. A 15-year-old can get a restricted license, and the minimum age for an unrestricted license is 16.
Can I take the permit test online?
Yes. NDDOT's official online knowledge test is at nd.knowtodrive.com. After you pass, you still make an appointment at a Driver License office to get the permit. The test is also given in person, in English and 13 other languages.
Who can supervise me with an instruction permit?
A driver who is at least 18, has at least three years of driving experience and holds a valid license for the vehicle. That person sits beside you, and no one else may ride in the front seat.
How long do I have to hold my permit?
If you're 14 or 15, for 12 months or until you turn 16, whichever comes first, but never less than six months. If you're 16 or 17, for six months or until 18. Drivers under 16 also need driver education and 50 hours of supervised practice.
What are the limits on a restricted license at 15?
You may drive only a vehicle owned by a parent, guardian, grandparent, sibling, aunt or uncle. From the later of sunset or 9 p.m. until 5 a.m., an adult 18 or older must be with you, unless you're driving directly to or from work, a school activity or a religious activity. The license becomes unrestricted at 16.
Can I use my phone while driving on a permit?
No. Anyone driving on an instruction permit, and licensed drivers under 18, may not use an electronic communication device while driving, except to get emergency help.
Can driver education replace the road test?
Yes. A North Dakota certificate showing at least 30 hours of classroom training and six hours of behind-the-wheel training, approved for waiver purposes, can waive the Class D road test.
