How to get a New York driver's license

This is how the New York DMV describes a first license for teens, based on the New York State Driver's Manual (MV-21, April 2026). Check dmv.ny.gov for current fees and requirements before you go.

  1. Get your learner permit at 16

    Fill out the MV-44 application, bring six points of ID, and pass the vision test (20/40 in at least one eye) and the 20-question written test with at least 14 right.

  2. Practice for at least six months

    Drive with a licensed supervisor who is 21 or older, under the regional rules for junior permits. Log at least 50 hours, 15 of them after sunset.

  3. Take the pre-licensing course and road test

    Finish the 5-hour pre-licensing course or driver education, then book the road test. Bring your permit, the MV-262 practice statement and a registered, insured car.

  4. Drive with a junior license, then a senior one

    Follow the junior license limits on where, when and with whom you drive. You get a senior license at 17 with driver education, or the limits end at 18.

Frequently asked questions

How many questions are on the New York permit test?

The written test has 20 questions, and you need at least 14 right. Four of the questions are about road signs, and you must get at least two of those four right, whatever your overall score. The test covers the rules of the road, safe driving, road signs and the laws on alcohol and drugs.

How old do you have to be for a learner permit in New York?

16. No one under 16 may drive in New York, even with a license from another state. Students who are at least 15 years and 11 months old can take the written test online at a participating high school, then apply for the permit once they turn 16.

Can I take the permit test in another language or on a computer?

Yes. The Class D knowledge test is offered in several languages, on touch screen test stations or on paper. The online test given at participating high schools is in English and Spanish.

Who can supervise me with a learner permit?

A licensed driver who is at least 21, whose license is valid for the vehicle, and who sits in the front seat with you. On Long Island and in New York City, the supervisor must be a parent, guardian or driving instructor. With a junior permit, the supervisor is the only passenger allowed up front.

What do I need before the road test?

You must finish the 5-hour pre-licensing course or a driver education course before you can book the road test. Junior drivers must hold the permit for at least six months and bring a parent's signed statement (MV-262) that they practiced at least 50 hours, 15 of them after sunset.

What are the rules for a junior license?

They depend on where you drive. A junior licensee can't drive in New York City at all. Upstate, you may drive alone from 5 a.m. to 9 p.m.; at night, only between home and work or a school course unless a parent or guardian is with you. On Long Island, you may drive alone only on certain trips, such as between home and a work-study program or college course. You may carry only one passenger under 21 who isn't family, and a texting conviction suspends a junior license for 120 days.

When can I get a full (senior) license?

At 17 if you completed driver education and have the Student Certificate of Completion (MV-285) on file. Without driver education, the junior restrictions stay until you turn 18.
