How to get a Hawaii driver's license
This is how Hawaii's graduated licensing program works for teen drivers, based on the Hawaii Driver's Manual (revised July 2024), HDOT's online permit test page, and HDOT's graduated licensing brochure. Fees differ by county, so check your county driver licensing office before you go.
Get your instruction permit
At 15 1/2, bring parental consent and your identity and residence documents to your county driver licensing office. Pass the vision screening and the knowledge test, which you can take online first. You can then drive with a licensed driver 21 or older in the right front seat.
Practice and take driver's education
Hold the permit for at least 180 days. Finish a state certified driver's education course and keep both the classroom and behind-the-wheel certificates. Between 11:00 p.m. and 5:00 a.m., only a parent or guardian may supervise you.
Pass the road test
At 16, come to the testing station with a licensed driver and a registered, inspected, insured vehicle. Pass the road test to get a provisional license with passenger and nighttime limits.
Get your driver's license
After six months on the provisional license, you can apply for a class 3 driver's license at 17.

Who issues driver's licenses in Hawaii?
Each county runs its own driver licensing offices: the City and County of Honolulu's Department of Customer Service, and the finance departments of Hawaii, Kauai, and Maui counties. The Hawaii Department of Transportation's Motor Vehicle Safety Office coordinates the program and publishes the Hawaii Driver's Manual.
How old do you have to be for a Hawaii instruction permit?
15 1/2. If you are under 18, each living parent or legal guardian has to give consent. You can drive only with a licensed driver who is at least 21 sitting in the right front seat. Between 11:00 p.m. and 5:00 a.m., that person has to be your parent or guardian, and everyone in the car must wear a seat belt or be in a child restraint.
What is on the Hawaii permit test?
You take a vision screening and a knowledge test on the rules of the road and traffic control devices. According to HDOT, you can take the test online from age 15 1/2: it has 25 questions, a one-hour time limit, and comes in English and Spanish. You need a desktop or laptop with a webcam, and applicants under 18 need an adult present to register. After you pass, you have 30 days to finish at a county driver licensing center. HDOT doesn't publish the passing score.

You must be at least 16 and have held your instruction permit for 180 days. You also need to finish a state certified driver's education course, with both the classroom and behind-the-wheel certificates, and pass a road test.
What are the rules for Hawaii provisional drivers?
You may carry only one passenger under 18 who isn't a member of your household, unless your parent or guardian is with you. From 11:00 p.m. to 5:00 a.m. you need a licensed parent or guardian in the car, except when driving to or from work or a school-authorized activity. HDOT's graduated licensing brochure says to carry a signed statement from your employer or parent for those trips. After six months on a provisional license, you can apply for a driver's license at 17.
What happens at the Hawaii road test?
A licensed driver has to come with you to the testing station, and you provide a safe vehicle with current registration, a current safety inspection certificate, and an insurance card. No passengers are allowed, and you can't use an autocycle. You drive through a business district, parallel park, signal and turn, and start on a slight grade without rolling back.
