How to get a Vermont driver's license

This is how the Vermont DMV describes a first license for teens, based on the Vermont Driver's Manual 2025. Check dmv.vermont.gov for current fees and appointments before you go.

  1. Pass the online permit test at 15

    A parent or guardian signs your application. Answer at least 16 of the 20 questions correctly, then pay the fees to get your Learner's Permit.

  2. Practice for at least a year

    Drive with a qualified supervisor beside you: a parent, guardian, instructor or licensed adult 25 or older. Complete driver education and 40 hours of practice, 10 of them at night.

  3. Pass the road test

    Book an appointment, bring a registered, inspected and insured car with a working parking brake, and show your insurance card and registration. A failed road test means waiting at least a week.

  4. Drive with a Junior Driver's License, then a full one

    Follow the passenger rules for the first six months and don't drive for a job during the first year. At 18, with six clean months, you can get a regular Driver's License.

How old do you have to be for a learner's permit in Vermont?

15. If you're 15, 16 or 17, a parent or legal guardian signs your application before you take the test, and you need a clean driving record for the previous two years.

How many questions are on the Vermont permit test?

20. Each question has four answers and only one is correct. You need at least 16 right (80%) to pass. If you fail, you wait at least one day before trying again.

Can I take the Vermont permit test online?

Yes. The learner's permit test is now an online test and is no longer given in the DMV office. Your permit is issued after you pass and pay the fees.

Who can ride with me when I have a learner's permit?

A licensed, unimpaired parent or guardian, a licensed or certified driver education instructor, or a licensed, unimpaired person 25 or older, riding in the front seat. With one of them beside you, you may drive anywhere in Vermont at any time.

When can I get a Junior Driver's License?

At 16 or 17, once you've held your permit for a year with six months free of recalls or suspensions. You also need a driver education course (30 hours of class, 6 behind the wheel, 6 observing), 40 hours of practice with at least 10 at night, and a passed road test.

What are the limits on a Junior Driver's License?

For the first three months you drive alone unless a parent, guardian, instructor or person 25 or older is in the front seat. In months four to six you may also carry siblings and parents. After that there's no passenger limit beyond the number of seat belts. You can't drive for a job for a year (or until 18), and you can't use a portable electronic device while driving.

When do I get a regular Vermont driver's license?

At 18, if you've had no recalls, suspensions or revocations in the previous six months. Adults 18 and older with a permit take the road test and get the regular license directly.
