How to get a Maryland driver's license
This is how the MVA describes a first license through its Rookie Driver program, based on the Maryland Driver's Manual (October 2025 edition) and the MVA pages for each stage. Check mva.maryland.gov for current fees and requirements before you go.
Get a learner's permit
From 15 years and 9 months, book an appointment at an MVA office, bring your documents, and pass the vision screening and knowledge test. If you're under 18, a parent or guardian co-signs.
Take driver education and practice
Finish the Maryland Driver Education Program, 30 hours in class and 6 behind the wheel, and log at least 60 supervised hours, 10 of them at night. Your supervising driver must be 21 or older and licensed for at least three years.
Pass the driving skills test
After the holding period (9 months if you're under 18), take the test in an insured vehicle with at least half a tank of gas. It covers pull-in parking, back-in parking, and a three-point turn on a course, plus driving on public roads. Passing gets you a provisional license from 16 years and 6 months.
Get your full license
Keep the provisional license for 18 months without a moving violation conviction. At 18 or older, the MVA switches you to a full license and mails you a card.

How many questions are on the Maryland permit test?
25, and you have 20 minutes. You need 88% or better to pass, so at least 22 correct answers, which leaves room for 3 mistakes. The questions cover motor vehicle laws, safe driving, and traffic signs, and the MVA says everything on the test is in the Maryland Driver's Manual. The test is usually taken on a computer at an MVA office, and the MVA doesn't charge a fee for it.
What happens if I fail the knowledge test?
After a first failure you can retake it the next business day, if the branch has an appointment open. After two or more failures you have to wait at least seven calendar days. Once you pass, the score stays valid for six months.
How old do you have to be for a learner's permit in Maryland?
15 years and 9 months, if you're younger than 25. A parent or legal guardian co-signs the application for anyone under 18, and applicants under 16 also bring a school attendance form (DL-300). You pass a vision screening and the knowledge test, and the Type 1 permit lasts up to two years.
How long do I have to hold my permit?
It depends on your age. Under 18, you hold it at least 9 months without a violation. At 18 with a high school diploma or GED, or at 19 to 24, it's 3 months, and at 25 or older it's 45 days. A moving violation conviction or probation before judgment means 9 months from the latest one, whatever your age. During that time you finish the Maryland Driver Education Program and log supervised practice: 60 hours with 10 at night if you're under 25, or 14 hours with 3 at night if you're 25 or older.
What are the rules for a provisional license?
You can drive alone, with some limits, from 16 years and 6 months. If you're under 18, you can't carry passengers under 18 who aren't immediate family for the first 151 days unless a qualified supervising driver is with you. You also can't drive alone between midnight and 5 a.m. unless you're going to or from work, a school activity, a volunteer program, or a sports event. Phones are off limits, hands-free included, except to call 911, and everyone in the car has to buckle up.
When do I get a full Maryland driver's license?
At 18 or older, once you've held the provisional license for 18 months with no moving violation convictions or probation before judgment. The MVA makes the switch automatically and mails you a card to carry with your provisional license. A conviction during the provisional period restarts the 18 months.
